What changes in a province that issued its own licences

Ontario opened a licensed online gambling market on the fourth of April 2022, and the change that it made to a player's position is larger than the change that it made to the lobbies, and the reason is institutional rather than commercial (a licence, not a lobby). An operator registered with the Alcohol and Gaming Commission of Ontario (the "AGCO" throughout this page) has accepted the province's standards on advertising, its rules on "inducements", its centralised "self-exclusion" system and a complaints route that ends inside Ontario rather than in a jurisdiction the player will never visit.

That last point is the one we would put first for a reader with time for only one of them, and it decides what happens when something goes wrong. A dispute with an operator that is licensed elsewhere is heard where the licence was issued, under the procedure of the body that stands behind it; a dispute with a "registered operator" in Ontario is heard here, by a body that answers to a provincial legislature (the Commission reports to the Ministry of the Attorney General).

The list above therefore carries only operators on the provincial register, and it carries them with the company name that the register prints (Cadtree Limited, Cadway Limited, Apollo Entertainment Ltd, The Six Gaming Limited) rather than the name on the door. We have left out every brand that this site lists for the rest of Canada and that is not registered here, and we have left out their offers as well: in our reading the rule that forbids an inducement does not soften for an operator who is simply not registered.

Why there is no offer anywhere on this page

Standard 2.05 of the Registrar's Standards for Internet Gaming (the "Standards", in force since the market opened) is short and it is not ambiguous. Advertising and marketing materials that communicate "gambling inducements, bonuses and credits" are prohibited, except on an operator's gaming site and through direct advertising and marketing "after receiving active player consent"; and the consent has to be collected on the Ontario "gaming site" itself (the operator's own site, not ours), so a consent that you gave on a third-party website does not satisfy the Standard at all.

The Commission went further in a bulletin published on the sixteenth of March 2022 and amended on the eighth of April, which says that the prohibition covers any communication of the inducement "regardless of the chosen communication channel", and then names the channels it has in mind: "links and descriptions provided by affiliates referenced in standard 1.21, player referrals, internet search engine results, chat rooms". A site like ours is named in that list (the words are "links and descriptions provided by affiliates"), and the naming is the reason that this page looks as it does rather than as the rest of this site looks.

The same bulletin closes a door that a careless publisher would walk through without noticing it. "Indirect" inducement advertising, it says, "includes, but is not limited to, the display of promotional codes and/or general references that invite individuals or the general public to learn more about inducements on the gaming site"; a line reading "see the welcome offer on the operator's site" is therefore itself the prohibited advertisement rather than a way around it.

The rule that decides which sites we may list at all

Standard 1.21 obliges a registered operator to make sure that the third parties which market for it (the guidance calls them "affiliates" or "marketing affiliates", the trade's own word for us) do not also market online gaming sites that take wagers from players in Ontario without a registration. The Standard does not regulate us directly, and we are not registered with anybody. It regulates the operators, and the effect on a site like this one is the same as if it did.

The practical consequence is a line that we hold to on this page and not only here. An operator that is registered in the province appears above with its provincial site, and an operator that has no registration does not appear at all; the pages of this site that carry those operators are not reachable from here either, and every link in the reduced menu at the top of this page leads to this page, to the responsible gambling page or to the legal pages (three of them, and none naming a casino).

The rule has teeth that you can go and see for yourself rather than take from us. The Commission has fined a registered operator over the conduct of its "marketing affiliates", in our view the clearest evidence available (a published decision, with the operator named and the amount stated) that the obligation in Standard 1.21 is enforced against the party holding the registration rather than against the publisher who was paid.

The register, in full

Below is the whole directory as iGaming Ontario publishes it, with the company on the left as the register writes it and, beside it, the sites that the company operates. We have not corrected the register's own spellings (it writes "Mr.Vegas" without a space, "Comeon!" with the exclamation mark and "Neo.bet" in lower case): a register is a document and not a draft of one.

The count is worth stating precisely, and three different numbers circulate for the same list without being interchangeable. The directory declares forty-nine operators and eighty-four gaming websites, and it declares the date of the listing itself in one plain sentence (the only date on the page): "The listing is accurate as of September 1, 2026." A fourth number, the thirteen cards above, is the number of registered operators for which this site holds a provincial link (thirteen out of eighty-four).

One name belongs in the list and is deliberately not in the count, the kind of detail that makes a register readable once you know it. OLG.ca is operated under the conduct and management of the Ontario Lottery and Gaming Corporation, and the directory says so in a note under the table rather than counting it among the forty-nine: the provincial corporation is not a "registered operator" at all, it is the province.

Taking a break, and where to ask

Ontario runs a centralised self-exclusion programme for the regulated market, and the word "centralised" is the part that separates it from an exclusion that a player agrees with one operator and that binds that operator alone. "BetGuard" registers a player once and then applies to every regulated online gambling site in the province (six months, a year or five years, at the player's choice), and the Commission publishes it as the route that a player should use when he plays online.

There is a second programme with a similar name and a different scope, and the two are confused often enough to be worth separating here. "My PlayBreak" covers the land-based casinos, the charitable gaming halls and OLG.ca (the provincial site), and it does not cover the private regulated sites, which is why a player who wants to stop playing online in Ontario needs the first programme and not the second.
